The words "detrimentally harmed" are unambiguous. Either someone (or his or her "agent" -- which may be a community group of which the someone is a member and who formally asks for assistance) is detrimentally harmed or not. The detriment and�harm might mean anything from decreased property values or increased rent with no apparent benefit, to noise, congestion, crime, worse parking or trash pickup, hoops on the streets or no hoops on the streets depending on their viewpoint, and so forth.
