Surprisingly I can answer this. My friend who is a social worker here at Penn said that Jefferson has a much better rape treatment/counseling program than Penn does. I'm guessing most of these situations go there.
Circa 2002 or so, adult survivors *always* were taken to either Jefferson or Episcopal (children went to CHOP) unless there were physical injuries that required some particular medical specialty. I don't know if this was police procedure, WOAR* procedure, or hospital policy. The reason for this is that these hospitals had specialist counselors on duty 24-7 and the other hospitals just used generalists.
