see that just brings us back to my original question: why shouldn't there be a fee for dog owners to use the dog run? it's not exactly a harvard tuition. and it gets dog owners so much.
That's a point to consider when we start debating the dog run. Bring it up at a meeting.
Call me clueless, but if there were a fee, who enforces it?
