Parking permits do NOT buy you a spot in front of your house. I checked on the Phila.gov web site, and there are two kinds of parking permits. Residential Parking Permits: Residents in eligible areas can purchase parking permits that exempt them from meter and time limit restrictions on posted blocks. Reserved Residential Parking: People with disabilities can have reserved parking zones established in front of their residences. I had never heard of the second kind. Seems to me that if I'm paying for for a reserved spot in front of my house, then I'm entitled to be pissed when someone uses it, regardless of the amount of snow on the ground.
