Ironically enough, the last time the US had a balanced budget and a budget surplus was during the administration of the liberal demon Bill Clinton and his evil sidekick, Hillary.

It is obviously not the only solution, but it seems reasonable under the circumstances. After all, the main reason we have an enormous budget deficit is because Bush and Congress decided to CUT taxes without a corresponding DECREASE in spending. Then again, if they had done the right thing and cut spending to match the corresponding tax cuts, their enormous tax cuts for the wealthy would have been political suicide.
