she introduced herself as rebecca edmunds and claimed to live at 1216 S. 46th St. she also claimed to have a car (apparently she had enough money for gas). she was an older woman with a scarf around her head. the splotches on her face she claimed were skin cancer and that she was being treated with chemo. she is very well spoken and very much seeking sympathy.
one of these days someone with a true story is bound to happen by someone on this list. since it would be really sad for these scammers to cause a person with a real problem the inability to find help, what would be the appropriate number/agency to contact in these cases (a 24/7 phone number would be ideal)?

I just came back from Center City and parked on 43rd near Osage. As I was Parking I noticed someone watching me. Instincts picked up that the young woman loitering on the sidewalk was going to approach and ask me for money. Sure enough, as soon as I got out she came up with a tale about having Just moved into the neighborhood, being locked out, and needing to pay for a a taxi. Of course, my radar could be off, but I do not think it is likely. The Story sounds pretty fishy to me. So, after weeks of a GUY pulling off
the I am locked out and I need you to give me money scam, we may have a
female substitute delegated to try to see if a woman scammer using a
similar line can win more sympathy and get more money.
