I agree. Is is any surprise that the Cato institute gave 11 Republicans A's and B's vs 4 Democrats. For example, if Rendell raised taxes to better fund public transit he would get a lower score on this survey. If a governor cut money for services to support disabled children this Cato report would praise them.
