there's no hurry. when the first Small Families Who Can Afford It move into those condos, they'll need time to settle in, enroll the kids in penn's school, check out the farmers market, etc. then they'll need a little more time to have more kids, put THEM in the penn school, go bowling at strikes, etc. before long, these first Small Families Who Could Afford It, having outgrown the condos, will move into one of the many large historic 4-story single-family manses located in the catchment area. but by that time, they'll REALLY be able to afford it and ucd will be staging music festivals and even more Small Families Who Can Afford It will be moving into the condos.
