Are you suggesting that it is improper or illegal for Dahlak to use the back door as an entrance? I can understand your complaint about Dahlak using the area for seating, hanging out, but not the back entrance issue. What’s the problem with that?
It might be "illegal."
Not knowing Dahlak's layout, and ignoring all the private property comments, the first question which comes to mind is WHERE is the "back entrance."
Unless Dahlak has their kitchen or back door in a "funny place," the probability is that the back entrance requires customers to pass through the food preparation area (aka kitchen) ... that's a no-no from L&I's point of view.
