That is exactly the kind of activity I love to engage in when I visit a new city. I think the idea that the only acceptable presence is that of people who "live on our block" or who "have a clearly apparent reason to be there" is in direct conflict with the concept of living in a city. If one needs to be isolated from strangers one should live in the country, far away from any interesting place, preferably at the end of a road that goes nowhere. You should make sure a stranger is really engaged in "sinister activities" before assuming those are his intentions.
