HARRISBURG - The Department of Transportation announced today that a new
law, which goes into effect in January, will require motorists to turn
on their headlights anytime their vehicles wipers are in continuous or
intermittent use due to weather or other atmospheric conditions such as
fog or mist. 

Motorists who do not comply with the law could face a fine of $25, but
with fees and other associated costs, the penalty would approach $100. 
 
And "reminder" released 11/2/2006:
 
PENNDOT REMINDS MOTORISTS TO REMOVE SNOW, ICE FROM VEHICLES BEFORE
TRAVELING
New Law Imposes Heavy Fines for Incidents Causing Injury or Death 

HARRISBURG - The Department of Transportation is reminding motorists
that under a new state law, they will face severe fines if snow or ice
that falls from their vehicle causes injury or death to other motorists
or pedestrians.

"We've urged motorists to remove all ice and snow from their vehicles
before traveling for years. Not only for their own safety, but for the
safety of all motorists," said PennDOT Secretary Allen D. Biehler, P.E.
"We hope motorists will take this advice all the more seriously now that
the new law is in place."

Enacted in May, Act 37 states that when snow or ice is dislodged or
falls from a moving vehicle and strikes another vehicle or pedestrian
causing death or serious bodily injury, the operator of the vehicle from
which the snow or ice came is subject to a fine of $200 to $1,000 for
each offense.
 
 
Both of these laws should be filed under "Duh . . . ."

I don't know if it's true for PA but I do know that CT has a similar
wipers = headlights law.  Regardless of whether it's a law, it seems a
safe thing to do.

As for cleaning the snow/ice off your car before driving - part of the
radiator guard on my car broke off when a chunk of ice flew off a
vehicle ahead of me on the highway....again a smart thing to do
regardless of the presence of a law.
