One of my neighbors has his downspout disconnected from the main plumbing
line to divert rainwater from the main drainage pipe and  into the concrete
space between our twin houses.  Instead of getting a plumber to clear the
blockage  in the main drain he apparently years ago just cut  the pipe, put
in an elbow, and has the water flowing over the ground.

I approached the neighbor last Summer with my concerns and with
recommendations of a good plumber (when I had plumbing and concrete work
done) and he was pleasant,  but it doesn't seem like the homeowner is going
to have any work done.

I welcome your feedback as to how I should try to address the situation.
The neighbor is a long-time home-owner, has the means to get the work done,
but for some reason doesn't think it's important.   I think that his setup
is a violation of city code (at least I hope it is).

But I'm really concerned about the water drainage.  My house is down-slope
from his and I'm concerned that the constant seepage  over time could
undermine the foundation of my house.

Any suggestions?
