A fair point, Al. Let me search for clearer language.

Penn doesn't "pay off" the politicans in the sense of contributing directly to 
their campaign funds or (I think) flying them to Scotland on golfing junkets 
with Amy Guttman, or even (I think) winking as their idiot children are 
admitted to the Law School.

Penn works to give politicians what they ask for, in return for getting from 
politicians what they ask for. And what politicans ask for is primarily what 
the working class asks for rather than what the moneyed and educated elite asks 
for, because that's where the votes are, most of the time. (The latest primary 
race being an interesting exception.)

  No. You said -- in essence -- that Penn was above paying off the politicians. 
And I showed that this is precisely what they were doing with some of their
