Glenn,
Could you please explain what you mean by your words in context:
1. tone
2. code of silence (I understand this in police and mob contexts, but not
here)
3. the gang (who's in the gang, how do we know it exists, and does it
meet?)
4. ban
Yes, sorry for the delay Paul. Thanks for your question.
Please review this post because it will help answer part of your question.

Gang: In the above example, you see 2 officers of the FOCP employing a
tactic which I've been calling, "the ad hominem machine." It so clearly offers
nothing more than, Glenn Moyer is a liar. I even responded publicly twice for
Johnny and then anyone from FOCP to reveal my lies and got SILENCE. Tony West,
the real leader of the group, is known for his, "evil Ray" series. These are
the GANG LEADERS conducting public business on behalf of FOCP.
Paul, I have long maintained that civic associations have a tendency to
function like a street gang rather than a micro government as the organizations
claim.
The "ad hominem machine" is not some rare occurence but is actually the FIRST
LINE STRATEGY when outsiders to the "gang" are perceived as a threat. These
leaders cannot answer questions or debate any problem honestly. Their abuses
would be obvious
"Gang" is simply this type of insular association. I hope folks now consider
how this gang tendency has spilled onto the listserv!
The code of silence. Yes Paul, it's the same as in "police and mob
contexts" There are many FOCP Board members on the list regularly like Lew,
Margie, Baldy, and several more. If the community should have trust and
respect for the FOCP, as an organization, and not think of it as a gang, these
other folks would do something when various abuses of their leaders are
revealed. They would correct the real damage done PUBLICLY and they would take
action inside the organization.
These others don't try to correct the damage to the public . They don't
correct misinformation like during the "17 public meetings" listserv discussion
about the UCD redesign Clark Park.. Their "code of silence" in the face of
obvious abuse gives the association leaders a FREE PASS to continue abuses.
Consider how Tony is relentless and cannot stop his "evil Ray" series? Where
are the other voices? Why did they attack my "tone," "pushiness," etc and
allow this obvious lie to go uncorrected at the same time?
About my use of "ban". These same individuals who rely on the ad hominem
machine completely control the so called "community discussion" When the gang
leaders want to silence anyone, the poor character of the person is "proven"
with nothing more than the ad hominem justifications peppered with lies.
I am an example, and have published on the list several individual cases when
I was "banned" from participating with the "community discussion" I use the
listserv and letters to the editor for the COMMUNITY DISCUSSION because gang
leaders protect their power and the ad hominem machine is always loaded.
I was quite "pushy" about my "ban" assertion during the "dog park vote" As an
example, that was a huge obvious abuse of the power to ban even the most
obvious stakeholders at will.
It showed how FOCP can ban anyone whom the leaders perceive as a threat to
their power or ask questions like "evil Ray." Consider this, if the leaders of
FOCP rely on nothing more than the ad hominem machine on a PUBLIC listserv, why
would they be trusted to be fair when allowing people to speak or participate
in CLOSED "community discussions"? We have to stop pretending.
If those on the list inexperienced with our civic associations want to
understand, I think studying some of the common tendencies of "street gangs"
will help anyone better understand the processes of insular civic associations.
Thanks for your polite question,
Glenn
