Beg to differ Ms. O.C. Most city streets are city streets. I think PennDOT only covers state highways in the city, which can be recognized by their route numbers like 3, 13 and 611. Whether maintenance of the city streets is the province of the Streets Dept or the Highway Dept I know not. Curious people could check out phila.gov to get the answer.
