I think I may know the person.  It makes sense that the PR might have come from 
this office.

I know that I read about the roadwork on a couple or more occassions. (I can't 
remember where right now).
Like your experience, the project suggested traffic improvements only.  I 
personally did not see the building mentioned before the construction started.
