Lord, NO. The grass was a one-time only thing for the Orchestra. Even then, it was a huge effort, requiring seeding, fertilizing, some tilling, watering and-- this is the most problematic part-- closing it off to park users for roughly a month. This is not something to do on a frequent basis.

And this was to get a grass covering that was, frankly, not very long-lasting. If you want to really, really establish a strong, hardy, robust, lush little lawn in the Bowl, you'd have to rebuild a lot of it-- establish better drainage, regrade the sides, till the soil tremendously, cover it with a foot or two of sod, water it frequently and-- this is still the most problematic part-- closing it off to park users.
