yikes. that looks like an electrical fire, doesn't it? I walked by the day it happened and saw a bunch of campus tech guys on the scene with cable spools and whatnot (campus tech = subsidiary of campus apartments, at 42nd and walnut, http://www.campustechnologies.net/Who_we_are/who_we_are.html)

It has been over a week and electrical fires continue to
crop up around campus.

Residents have been displaced, put in harm's way, and forced
to guess when their power will go out next.

The first fire at 41st and Walnut streets last Monday could
have been forgiven as a malfunction - that is, if PECO
hadn't taken 30 minutes to arrive on the scene.

However, the three subsequent fires, a second at 41st and
Walnut streets and two more on the 3900 block of Delancey
Street, raise questions about PECO's dedication to
residents' safety.

Clearly the wiring and transformers are outdated and in dire
need of replacing.

This is not just a matter of power outages but rather their
consequences. Two days ago a student suffered second-degree
burns on his hand after a candle he was forced to light --
because he didn't have power -- exploded due to a gas leak on
the 3900 block of Delancey Street.

What's more, high levels of carbon monoxide forced the
evacuation of four homes on the block.

Electrical fires, exploding manholes, gas leaks and carbon
monoxide?

PECO cannot in good conscience let these hazards go unaddressed.
