Cappy, Lew's suggestion of a deranged weeder is fascinating. But, Lew, does the guy actually take away the debris?
The thing that came to my mind is that perhaps a neighbor thought that the ivy was a safety issue? I haven't been to the corner and looked, but could someone have possibly hidden behind the fence when it was ivy-covered, and sprung out to mug people? And might your neighbors have thought that you wouldn't be willing to remove it, so might they have undertaken a "stealth weeding" rather than ask you?
