Barry Grossbach responded to my request for an announced protocol for residents 
wishing to speak, Feb 13 at 7PM.  I am waiting for permission to forward the 
response.  I believe that he may have intended it to go to the list too.

Essentially, he tells me that all guests will have the opportunity to speak 
after the committee interacts with the Penn/Campus Apt developers.  He tells me 
that there is no time limit.  He doesn't give any details about the guest 
comment period.     

At FOCP, it's the President who recognizes whomever he pleases.  They usually 
give one minute only and reserve the right to interupt when someone disagrees 
with the leaders agenda.  Some of you may have watched the former President 
handle me in that manner at the "18 and 19" public meetings about restarting 
the UCD park takeover.  Both times the Prez silenced me by the middle of the 
third sentence.

Barry didn't mention if SHCA will use the same techniques to silence 
disagreement and intimidate the entire audience.  Nor did he mention what 
happens when the developers apologize and explain that they need to leave in 5 
minutes.  I explained that I would have a copy of his e-mail should the 
developers try to run out the backdoor. (Remember when Omar Bleek spoke at the 
BID presentation, pretended to get a phone call, and then made that mad dash 
for the backdoor.)

I was hoping to get Barry to understand that the people have come to expect 
some type of surprise; some type of treachery that prevents them from voicing 
their dissent, asking direct questions, or offering their comment.

I'll forward the response as soon as he gives me permission.
