the ucreview reports something different:

Lussenhop however, explained that he didn't foresee that
the guests bringing cars would really add to this traffic
because even though the hotel would have between 115-150
rooms, Lussenhop claimed that only thirty to forty
percent of the guests would bring cars.

As to why the Campus Inn needed so many rooms in the first
place, Lussenhop explained that if Penn were to approve a
hotel at that location, it would have to be a flagship
hotel, like the Hilton. And, argued Lussenhop, the Hilton
Franchise requires that its hotels contain between 115-150
rooms, (each a 475 sq. ft. minimum,) otherwise "they fall
below a certain operating efficiency," and lose money.
