As to why the Campus Inn needed so many rooms in the first place, Lussenhop explained that if Penn were to approve a hotel at that location, it would have to be a flagship hotel, like the Hilton. And, argued Lussenhop, the Hilton Franchise requires that its hotels contain between 115-150 rooms, (each a 475 sq. ft. minimum,) otherwise "they fall below a certain operating efficiency," and lose money.
