This would suggest that there is more to the issue of public schools than the "no child left behind" rhetoric. If public school teachers are lazy overpaid dummies with a cushy job, why do poor Philadelphia children sit waiting in classrooms year after year?
What happens to kids when they are abandoned in classrooms with substitute teachers acting as early prison gaurds?
