#5 Other Penn wants to dump Wendell Lewis in preperation for another push to establish Penn taxation authority, BID. They want a new perky face to appeal to the homeowner gangs. The recession and budget cuts create the perfect circumstances to use fear mongering upon selfish and unprincipled "anointed" leaders. (Penn appeals to the civic gangs for BID support by promising that homeowners won't be taxed initially, only greedy landlords.) Wendell Lewis's gag order certainly has him leaving under mysterious circumstances while voicing support for BID. After this usual delay when Penn temporarily backs off its powerplay, we should expect that the BID will be portrayed as enormously popular. The minimum objection period and minimum public disclosure will be attempted since Wendell Lewis has already "educated" the neighborhood about the district consumers dependence on UCD and BID. Paul Levy explained that Penn has been planning to tax us with BID since the mid '90s. They never stopped plotting. I suspect that they have manipulated the housing unit numbers in such a manner that they have the needed numbers under one calculation method allowed under the state law. Last time, they tried to push BID between Thanksgiving and Christmas. The tming suggests a similar push for Thanksgiving of '09 with some perky new face promoting it..
