I hope Emporer Nutter and Slobby Reardon give us some inspiring speeches about high school and college graduation rates. I just love the emperor’s lofty rhetoric.

What a surprise that some regions of the city have as low as 20 % of schools with libraries. Notice the inspiring descriptions of the few schools with libraries- Then, think of kids from the barren schools, from neighborhoods without libraries, roaming the streets.)
