I hope Emporer Nutter and Slobby Reardon give us some inspiring speeches about 
high school and college graduation rates.  I just love the emperor’s lofty 
rhetoric.

(I’m shocked that failing schools are ones with no libraries.    What a 
surprise that some regions of the city have as low as 20 % of schools with 
libraries.

Notice the inspiring descriptions of the few schools with libraries- Then, 
think of kids from the barren schools, from neighborhoods without libraries, 
roaming the streets.)

way to do that. . . . Having adequate resources and better teachers is what 
will do the trick. We need to spend the money on programs we know will increase

Bob Marley wrote about spending more money for more testing:  …In the abundance 
of water, the fool is thirsty.  Rat race… what a shame, to see the human race, 
in a rat race.
