There's always the possibility that these corporate landlords accept
the tickets as a cost of doing business.  They may have discovered
that it is easier to pay the tickets every week than have their staff
manage trash and recycling properly.  Whether it's this or unequal
enforcement, they're still being horrible neighbors.

It's interesting that the volume of trash on the 4100 and 4000 blocks
of Locust has actually INCREASED since the end of the academic year.
Or maybe I'm just noticing the stench more that the hot weather is
cooking these properties' leaking, ripped bags to sufficient ripeness.

The north sides of those two blocks are a mess.  I always cross the
street walking to work on trash day.
