Good questions. I defer to others who understand more about university administration, funding, etc. I do not extend any of my reasoning to the rest of the groups you mentioned.
My view of a church is of course clouded by my particular faith community's methodology (although I believe based on interactions that many other faith communities in the area operate on much the same principles when it comes to community building).
