No Child Left Behind and US military recruitment stands against international law.  The United Nations Convention on the Rights of the Child (1989) formally defines the previous Geneva convention standard for a child to "under 18." This incorporates starting recruitment of child soldiers!  Children as young as 13 are being brainwashed at "experience centers" and with a fleet of mobile experience centers traveling to youth around the country in big rig trucks.

Until the adoption of United Nations Convention on the Rights of the Child (UNCRC) in 1989, there was no universal definition of the 'child'. Article 1 of the Convention subsequently provides that, "[f]or the purposes of the present Convention a child means every human being below the age of 18 years unless, under the law applicable to the child, majority is attained earlier."

All public and charter schools are required under the No Child Left 
Behind legislation to send the name,
address, phone of all 11th and 12th grade students to the military 
recruiters. However, the School District is
also required by law to tell the children and their parents that they 
may sign an "opt out" form to keep their
information private. Either the parent or student may sign.

Usually these forms are not given out uniformly and explained in 
schools as they should be. By signing the form
a student is merely keeping her/his contact information private ( so 
as not to be bombarded at dinner for example).

Please pass this information along to any students and their families 
who would be affected by this. Below is information
directly from the School District web site under "students" (www.phila.k12.pa.us
). I have also attached the "opt out" form itself
from the School District site.

automatically release your name, gender, address, telephone number, 
and school name to military recruiters (unless you fill out a student 
opt out form). You may download this form (in English and in 
translation) and directions on how to submit it by using the link 
below. Please note that you may sign and return the form yourself 
since a parent signature is not required. The signed form must be 
returned to your advisor by October 23, 2009.

For Parents
