The United Nations Convention on the Rights of the Child (1989) formally defines the previous Geneva convention standard for a child to "under 18." This incorporates starting recruitment of child soldiers! Children as young as 13 are being brainwashed at "experience centers" and with a fleet of mobile experience centers traveling to youth around the country in big rig trucks. Until the adoption of United Nations Convention on the Rights of the Child (UNCRC) in 1989, there was no universal definition of the 'child'.
