Perhaps it's a strategy by the Streets Department: If they leave all those dark colored trash can's and their strewn-about contents atop the piles of snow, it will draw more heat from the sun and help them melt faster, so they won't have to climb up the icy piles to retrieve our morbidly-obese overloaded trashcans. Good strategy Street Dee, but it might take a week or so for your experiment to take full effect and by that time there will be mounds of trash to climb in order to retrieve those morbidly-obese, vermin-nurturing castoffs from our domiciles.
