Before Penn institutes "means testing" for its GSE Laboratory for the Education of the Wealthy Children, I expect them to use the civic association Model for Exclusion.

The Exclusion Model: Civic associations set up a private communication system for their elite leaders. If an outsider blows the whistle on the time, date, and location of an event, (e.g. the enrollment period for a private corporate school which collects enormous taxpayer welfare); the private communication network changes the venue for enrollment to an alternative location at an earlier time! Good families get the message!

Bad families are then told that they missed out when the good families had their "open democratic public enrollment period."


Do you see how the university can solve their school catchment issue in the future? GSE could set up an invitation only listserv, much like they set up UC neighbors. They can publicly announce an enrollment location for the wealthy school, next year. When they change the location at the last minute, it is the fault of bad families for not being part of the invitation only group! This is a tried and tested model for enhancing secrecy and exclusion.

Since anyone protesting the civic association Model for Exclusion is deranged and disruptive, this model will work extremely well at the Penn school! Who is going to stand against the Penn juggernaut and its Spruce Hill vassals????
