The FOCP fought to keep all planning meetings secret and exclusive since
the original takeover of the park was overwhelmingly rejected. They
naively believed that they would be the powerbrokers over Clark Park.
(The list archives is filled with requests for meeting times, dates and
locations, as well as Brian and Tony's usual ad hominem attacks as the
only response.)
Now, the Clark Park Partnership maintains the secrecy and exclusion of
the public, as Tony and Brian supported for a decade. But the two of
them are a minority voice merely allowed to continue to support the UCD
agenda. If they had some magical change of heart, they will be silenced
just as they excluded the public. (This is why I believe they have been
recently making leaks pretending to fight for the long term park events.)
I confronted the Parks and Recreation commissioner at two public
meetings concerning the secrecy and exclusion of the people of this
neighborhood. He defended the arrangement called "private public
partnerships" over Philadelphia parks and making the "Friends groups"
the sole "REPRESENTATIVE" for the citizens of Philadelphia while
conducting secret backroom deals. At the public meetings, he lied about
a willingness to meet me to discuss the unacceptability of FOCP as a
representative of park users or this community. DiBernardis also lied
about a willingness to meet about the closing of Clark Park before the
fence went up.
The privatization of Clark Park is now the model for turning over the
entire parks and recreation system to private corporate interests!
Ten years ago, our neighborhood defended democratic processes for the
future of Clark Park against this pilot project for privatization. Even
the members of FOCP passed a few motions about meeting announcements and
inclusion of stakeholders at future planning. Over the years, the FOCP
leaders DEFIED their own members to protect the secrecy and power UCD
wanted. Because too many people were afraid to be branded "deranged and
disruptive" or bear the multiple levels of attacks dished out by FOCP
leaders; the people of Philadelphia are going to lose their public Parks
and Recreation system, while these are privatized for the benefit of the
rich and business interests.
Only a revolution with mass street protests can stop the new emergency
laws over parks now.

Can you object Brian, Tony, not sure to whom Chance is in reference,
but if there appeared to you to be an anti-democratic corporate
takeover happening would you object or keep playing along?

I've warned people about this for years! This is how the end of
community festivals was always meant to be announced. Also no
pro-democracy rally or other ad hoc protest for first amendment
rights will ever again be granted 1 of the 13 permits for "amplified
sound" in Clark Park!
The UCD committee Mr. Tony West refers to, was the beginning of the
UCD/Penn take over of the Department of Recreation. I've reported
about this Quality of Life Task Force for years and received ad
hominem attacks as the only replies.
NOTHING was developed at this secret bullshit UCD "task force" Ask
for the records!
I know the style of West, Siano, Chance and the leaders of FOCP very
well. They appear to be setting themselves up as defenders of the
community events!
The gang leaders of FOCP have supported the secret corporate takeover
of Clark Park from the beginning!!!
When they whine that they are now only a small voice at the secret
Clark Park Partnership, PLEASE REMEMBER THAT THEY SUPPORTED THE
CORPORATE TAKEOVER FOR YEARS!! Of course, they can't tell their
corporate masters that they object to the agenda now, when the grass
roots events are outlawed! They can only defend the corporate
takeover and the new restrictions!
