Wealthy developers got tax abatement so wealthy condo people could pay them and not pay taxes. Wealthy corporate universities don't want to pay for city services in lieu of taxes. Wealthy corporate friends of the national Democrat/Republican party don't want to pay taxes either!

And Penn wanted a 12% property tax on small landlords and renters of the district that would go directly to them. So instead they got over 13% property tax increases against the poor and working folks in the entire city.

Oh boy, they can keep destroying public schools and get lots of juicy grants for their gentrification work and welfare for the wealthy. It's a good time for the Philadelphia plutocracy now that Penn owns the government!
