Here is some inconvenient history which totally contradicts Siano's disingenuous claim for "greater community involvement" desired by the FOCP. FOCP leaders won't give you anything other than the marketing messages! Don't be fooled again!
Transparency Fact: April 2003: The FOCP general membership ordered its leadership to publish all meeting times, dates, and locations in the UC Review! In a second motion, the members also ordered its leaders to include the meeting agenda in those public listings! (Corroborating documentation will be forwarded). Are these the announcements that Siano is now going to publish, so many years late?
Result: Before the ongoing plot to redesign the park was leaked in '07, FOCP defied its members and refused to publish any of its meeting times, agenda, etc. over the course of SEVERAL YEARS, as documented on this public list! Public requests for these announcements to resume were repeatedly met with incredible nasty ad hominem attacks and bizarre excuses, also as documented on this list.
Background: The people in the neighborhood, including the FOCP membership, were still outraged in 2003 by the first attempt to redesign Clark Park with a closed handpicked "master plan steering committee" formed by UCD.
(Note: Parliamentary procedure and Robert's Rules of Order are never followed by the FOCP leaders unless it serves their purposes. Parliamentary procedure is only followed whenever it can silence any dissenting member.)
Any members of the community must surprise the FOCP leaders at their meetings and announce a "motion from the floor" to have any hope of reaching the members! That is why these directives emerged as 2 motions and the assembled members voted against the FOCP leaders and for community transparency! (I previously provided supporting documentation demonstrating that appropriate written, New Business requests, for a slot on the agenda are always at the mercy of the FOCP president and denied by Tony West.)
Inclusiveness Fact: April 2003: The FOCP members also ordered formation of a committee to develop a protocol for inviting and including all other park stakeholder groups, whenever major Clark Park planning was undertaken by the FOCP! That's correct, the FOCP members ordered the leaders to take an inclusive approach to any and all park redesigns way back in 2003!!!
(I introduced this motion and accepted chairmanship before the motion was voted upon. FOCP leaders fought against the directive claiming that it would create extra work for them, prompting my public commitment to do all the work before the members approved the motion! Creating this committee was the only hope for securing an opportunity (ten minutes) to bring an inclusiveness protocol to the FOCP members for approval that couldn't be easily blocked by Tony et. al.)
Result: After the public meeting adjourned and after receiving my thank you and acceptance letter, Tony West replaced me as chairman and I was forever banned from again speaking to the FOCP membership. The chance for the members to chose inclusiveness for all, was destroyed!
(Tony West made the ad hoc committee an FOCP dues recruitment committee and reported to the FOCP members that his "research" confirmed that all park user groups love the FOCP meetings remaining exclusive.)
Discussion: The FOCP is now completely irrelevant to the secret mission and goals of the Clark Park Partnership/UCD! All they are permitted to do is to rubber stamp Penn marketing gimmicks, not include common citizens in any decisions! Brian Siano's pretense at inclusiveness is nothing more than informing the public list that it will soon receive these various Penn marketing announcements. (Publicly ask Mr. Siano for the agenda, time, date, and location of the next meeting of the Clark Park Partnership or for the books for Party for the Park and payments for landscaping chemicals!!!)
Why did the FOCP leaders fight ferociously against public participation and transparency, for years, when it actually mattered a great deal??? Then, why did they have a change of heart immediately after the private control of the park was secured???
No announcement is going to break the iron wall surrounding the Clark Park Partnership and the FOCP is as irrelevant to the public, as it is to the Penn powerbrokers and overseers! Go ahead, ask Mr. Siano for access to anything important like records or meeting times-haha
