Many thanks to folks who e-mailed about this!!
Robin Gresham-Chin told me that these notices are issued by the post office, so
I checked with our mail carrier. This mail carrier told me that these are
often given to homes with dogs. They are supposed to remain affixed to the
house to alert other mail carriers about potential problems. I asked how
effective and accurate these notices are (our dogs can't even get to the front
door as they are confined to the upper floors of our house, and our hazard
notice was stuck through the handles of our front door). Our mail carrier
laughed and told me not to worry about it.
