The answer to all of these problems is the same -- You expect the City Government to do the jobs they are paid to do? "Everyone" knows that here in Philadelphia, that is NOT the way things are done.! You are supposed to go to your City Council Person and have THEM fix the problem. Of course, their ability to FIX the problem depends upon how much "grease" is applied to their re-election campaign. City record-keeping inefficiencies BENEFIT the status-quo -- the politicians who keep their anointed offices by being able to FIX things. We now see the latest manifestation of this problem -- the AVI is being postponed for yet another year ! Just so City Council can "study it" some more. Yeah Right! William H.
