Here is a good report about the tactics to maintain secrecy by the corporate government of NJ. I need to get several records pertaining to the Philadelphia Parks and Recreation Special Events and permit focus group, conducted in 2011. The Friends of Clark Park refuse any cooperation. Levcom managed "FOCP input" at those policy meetings. Has anyone had experience with the barriers to using the open record law to get secret Philadelphia documents?
