that there is a rottweiler (looks like one) in the yard behind
Kyle's. Was a guy out with the dog for a few minutes, then he
chained the dog to a stake and left. The dog doesn't just bark,
but makes a high pitched whining sound over and over and over and

Something must be done, this is cruel! I did not see any bowls
with food or water left for the dog either.
