I am VERY SORRY!  
The rest of the sections cited 412 and 415 seemed also quite appropriate.. They 
are aimed to protect us from mistakes as in noxious plants being transported 
and grown.  And they also if anything, SHOULD SERVE TO PROTECT ALL AGAINST any 
mis-claiming of proprietary concerns - or wrongful prohibitions OR 
INTERFERENCES of whomsoever's -  (particularly those deemed unfair). I wish 
SINCERELY that I had known the LAWS, and better respected them myself, so I 
would not have wrongly spread any noxious weeds!
