Doubtful. Westphillylocal just sent me a link to a post on their Lost/Found forum about two stray dogs spotted in Clark Park early this morning. I think the one spotted on Regent is one of the two mentioned on the forum:

This morning (6 am, Tuesday the 28th) there were two dogs wandering along the 45th St. side of Clark Park – one brindled hound-ish and the other a shep mix, no collars, skittish. Both medium sized. The trash pickings were good after weekend cookouts. Any ideas????

FYI, there are two missing dogs from SW of here: 1) a dark brindle chow mix, missing from PHL airport since 5/10, and 2) a b&w border collie, missing from 56th & Christian since 5/19.
