I may be wrong about this, but I believe that the name in the caller ID is not relevant, as it may be a device used by corporations to get around the do-not-call compliance requirement. An individual calls and you are asked to press 1 to get transferred to the company phone, so in legal terms you have initiated the call, not the company. If you report the unwanted call to the FCC there is no business entity responsible for the call.
