"Of the nearly $2.5 billion in spending reported in the forms, 81 percent came from cash and property seizures in which no indictment was filed, according to an analysis by The Post. Owners must prove that their money or property was acquired legally in order to get it back."

Keep in mind that this reported theft is a drop in the bucket of the total.  Most cash and other small property the street cops keep for themselves.  I hope people really think about that statistic- 81% of seizures result in no indictment.  And how many people indicted have their cases thrown out by the few honest judges, and still lose their assets?
