Same here. The tex-package "glossary" is in the base distribution but it
was marked as obsolete. It is replaced by "glossaries" according to this
source: http://www.ctan.org/tex-
archive/macros/latex/contrib/glossaries/#jhe4eb329834da3d36278b1b7d943b3bc9

Error description:

pdflatex: "glossaries.sty" not found
(pdfTeXk, Version 3.141592-1.40.3 (Web2C 7.5.6))

locate does not find glossaries.sty, so I think it is simply not
included.

the ubuntu "glosstex" package however, seems to close this loophole at least 
functionality wise.
However, since "glossar" is obsolete now, it would seem prudent to include the 
new "glossaries" package in the texlive distribution.
