My mistake. The following file names:
A File.pdf AFilé.pdf AFileà.pdf All give an error when opening, but only from thunar (it seems thunar does some urlencoding of the file names before sending it to okular, hence I get an error as: 'could not open file: my_file%25C%31.pdf' Perhaps I should check with thunar folks.
