Installing php5-recode did not immediately work for me. However, I noticed that when I fired up the php cli, it showed a warning message about another module not loading correctly. When I fixed this, then the rkhunter problem went away. I then tested by removing php5-recode and the problem came back, so it does seem that if php is installed then the recode module needs to be installed for rkhunter to work.
