Thanks for your input. I believe this is a valid concern that does indeed need to be addressed (sending it upstream).
As for the problem you are seeing, I believe it is caused by trying to import a VPNC configuration file, when network-manager-vpnc expects to see a .pcf file such as those used by the Cisco VPN Client. The syntax is totally different.
