Nominated for SRU for Hardy. This bug causes installation to fail for users who do not already have PostgreSQL or MySQL configured first. This bug was fixed in Karmic with 1.9.4.dfsg-0ubuntu4 by having moodle depend on either PostgreSQL or MySQL. Hardy didn't pre-depend on debconf so there is no need to change that here.
