This is an intended behavior of pycentral to not overwrite locally installed
python modules (easyinstall , by hand, ...) . So, this is not an error in
Ubuntu.
You can either remove the version installed by hand or set overwrite-local=1 in
/etc/python/debian_config and retry the upgrade of the package
