Thanks for the hint. I didn't have gnome-appearance-properties, and installing the gnome-control-center package (which provides it) wanted to pull in almost 200MB of gnome packages, so I didn't do that. However, I did install the gnome-settings-daemon package and run the daemon, and this fixed the problem -- the icons load correctly now.
