Are you able to download andale32.exe when you enter the url
http://downloads.sourceforge.net/corefonts/andale32.exe in the address bar of
your browser ?
If that works could you please open terminal and run
$ wget http://downloads.sourceforge.net/corefonts/andale32.exe
And see if you can download the font file.
