You mix packages and scripts. ubuntu-dev-tools (the package) contains submittodebian (a script) and a bunch of other scripts. When you install all packages that ubuntu-dev-tools recommends (which is the default!), you should be able to run all ubuntu-dev-tools scripts without the need to install additional packages.
