Public bug reported:

Whenever I run submittodebian, I wind up having to manually edit my
debdiff to filter out the change from update-maintainer.  I'm very
paranoid about this, because I don't want Debian maintainers to ever get
the impression that I'm proposing that Ubuntu take over maintenance of
the package.  This is a lot of manual work each time that could be
automated.

I would like submittodebian to intelligently filter this change out of
the debdiffs it generates, either by creating temporary copies of
debian/control* with the change reverted that it can then diff against,
or by cleverly post-processing the diff.
